War Like Struggle for Peace and Health

A review of encyclical and letters from the Vatican in the past decades to determine the position of the Church on war may show an approach that is in transition to abolition of war.

David Carroll Cochran writes that  that Catholicism’s call to abolish war, like its call to abolish the death penalty, is far from foolish.

Those who study trends in warfare find that greater economic development, more participation in international trade, and deeper involvement in regional intergovernmental bodies all significantly reduce a country’s risk of war. So too does democracy, the rule of law, and effective governance. The research also shows that there is much that the international community can do to promote these economic and political trends in countries most at risk of war. The use of mediation and peace agreements to resolve disputes between and within countries has been increasingly effective. Meanwhile, international peacekeeping missions and peace-and-reconciliation initiatives have significantly reduced the risk of conflict breaking out again in places where it has recently ended. Those who study armed conflict have also shown the effectiveness of diplomacy and sanctions in influencing state behavior without resort to war. Finally, studies show that in the past century nonviolent civil resistance has been twice as effective as armed struggle against both domestic dictators and foreign oppressors—and this effectiveness gap has grown even greater in the past few decades. The church’s ideas about peacemaking turn out to be pretty realistic after all.1
 

Some critics dismiss the church’s peacemaking commitments as more unrealistic sentimentality. George Weigel, for example, has described faith in greater international governance and multilateral cooperation as “inexplicably stupid” and lamented that this “fantasy” continues to appear in papal encyclicals. It is remarkable how much social-scientific research on armed conflict supports the effectiveness of the very tools Catholic teaching emphasizes.

Douglas P. Fry, Chair of the Department of Peace and Conflict Studies at the University of North Carolina at Greensboro, and  Geneviève Souillac, Associate Professor in the Department of Peace and Conflict Studies at the University of North Carolina at Greensboro, report that peaceful societies are not utopian fantasy. They exist. They comment that skeptics might respond that there is no need to eliminate war from the planet. But such thinking is flawed in many respects.

Peace systems” are clusters of neighboring societies that do not make war with each other and sometimes not at all. That means some peace systems are completely non-warring, whereas others only engage in acts of war outside the boundaries of the system. A systematic study of peace systems may hold valuable lessons about how to promote transborder cooperation desperately needed to meet the threats of climate change, pandemics, ecological collapse, and ticking nuclear catastrophe.2
 

Overblown military expenditures not only fail to deliver true security but also divert funding from sustainable development, education, healthcare, and other human necessities. Wars destroy the lives of combatants and civilians alike. The very presence of nuclear arsenals imperils the entire species, if not all forms of life on Earth. Wars distract attention, divert resources, and impede the concerted action required to successfully address plummeting biodiversity, soiling of the seas, displacement of peoples, ethnocide of indigenous peoples, pandemics, cataclysmic wildfires, and global warming itself. Waging of wars and oversized militarism hinder concerted “all hands on deck” responses to existential threats.


 

Charlie Smith, editor of the Georgia Straight Vancouver writes that author Seth Klein wants us all to wage A Good War to prevent a climate catastrophe.

The war effort made great use of posters, public radio, and the National Film Board to generate public support. Klein discovered in his research that the King government modified its message over time to woo more Canadians to fight fascism. Initially, government officials relied on traditional propaganda, with messages like ”Go get Hitler!” “Then they realized in ’41 that they actually had to shift gears,” Klein says. “If they were going to get the enlistment numbers that they needed, they had to engage people in a conversation about what kind of society they were going to come back to.” That led to economist Leonard Marsh’s 1943 Report on Social Security for Canada, which called for social insurance and public-welfare supports. It formed a blueprint for the creation of a welfare state after the war. Klein points out that the first income transfers occurred during the Second World War. And Tommy Douglas was elected premier of Saskatchewan in 1944, putting that province on the road toward creating the country’s first public health-insurance program.3

War time like government involvement is likely to be required to implement the policy required to reduce the tremendous impact that the climate crisis will have on the world.

Engineering and Implementing the Net Zero Grid

Binnu Jeyakumar and Jan Gorski offer an opinion in the National Observer that creating a net-zero emissions electricity grid by 2035 in line with International Energy Agency targets is essential for Net-Zero by 2050.

They ask how will Canada deliver this bigger, cleaner, modernized grid to electrify our vehicles, buildings, and businesses, and take advantage of the opportunity to export in-demand clean electricity to our neighbours to the south?

We need to act quickly. Asset planning, development, and turnover can take decades. If we don’t move swiftly now, we will lose windows of opportunity. There are four key pieces of the puzzle: renewable energy to provide zero-carbon electricity; energy efficiency to reduce how much electricity is needed; demand response to match when electricity is needed with its availability; and, increased storage capacity… But there is a fifth piece that is critical to bringing it all together: Canada needs more transmission lines to connect provincial grids and allow us, as a nation, to play to our strengths. Unlike the first four pieces of the net-zero grid puzzle, transmission requires interprovincial co-operation. The rewards for succeeding should not be underestimated.1 

In 2019, Emily Chung of CBC News reported that the next wave of innovation are the nuclear reactors of the future that are small and modular.

Small nuclear reactors could make Alberta's oilsands cleaner, industry experts say Such reactors are considered "modular" because they're designed to work either independently or as modules in a bigger complex (as is already the case with traditional, larger reactors at most Canadian nuclear power plants.) A power plant could be expanded incrementally by adding additional modules.2 

Joanne Liou of the International Atomic Energy Agency (IAEA) Office of Public Information and Communication explains Small Modular Reactors (SMRs). Achieving the Net Zero electrical grid in Canada will require a great effort in power system engineering, construction and commissioning.

Today, nuclear power provides 10% of the world’s electricity. But to stem climate change, we’re going to need far greater amounts of clean and reliable energy. Thirty countries currently operate nuclear power plants. More than two dozen others are looking at nuclear energy to meet their power and climate needs. In the western United States, more than 30 towns and cities are also looking to the future. They want to go carbon free. And they’re betting on small modular reactors (SMRs) to get there.3
 

At this time, we urgently need to provide education and training to ensure we have the engineers, technologists, technicians, and tradespeople to get the job done on time.

Engineering Climate Change and Planning Skilled Work

Engineering professionals are experienced in energy system calculations, ROI economic calculations, determining skilled worker requirements for projects, and analysing scientific reports on climate changes.

Many articles appear in social media suggesting changes and transformation in our energy production and use, transportation infrastructure, and building design and construction to reduce the warming effect these systems are having on the planet. Techniques to reduce our carbon footprint are particularly important in the light of the recent “red alert” from the IPCC. How are we to decide on which of these many transformation and transition projects we should prioritize to achieve the greatest temperature reduction in the shortest period of time? The experts best able to plan and organize this massive effort are engineers. These professionals work with science, technology, skilled workers, and economics as daily components of their practice. “Following science” with “practical and economical” solutions is the path that requires engineering expertise. Some recent ideas from social media underline the large engineering role to achieve the benefits we need.

 

An article in The Economist explains why curbing methane emissions will help fight climate change. It is a more powerful greenhouse gas than carbon dioxide, and should be easier to control. 


 


Carbon dioxide remains the heart of the climate problem. Exploring the possibilities, practicalities and dangers of solar geoengineering remains a good idea. But it is on methane emissions that progress can be made most quickly. And the world is getting ever hotter. Methane should be given priority on the agenda at the cop26 climate summit this November.1


Oliver Milman, writing in the National Observer, reports that  ‘Blue’ hydrogen may pollute more than coal according to new research at Cornell University and Stanford University.


This means that the production of this hydrogen actually creates 20 per cent more greenhouse gases than coal, commonly regarded the most polluting fossil fuel, when being burned for heat, and 60 per cent more than burning diesel, according to the new paper, published in the Energy Science & Engineering journal. “It’s pretty striking, I was surprised at the results,” said Robert Howarth, a scientist at Cornell University who authored the paper alongside Mark Jacobson, a Stanford University researcher. “Blue hydrogen is a nice marketing term that the oil and gas industry is keen to push but it’s far from carbon free. I don’t think we should be spending our funds this way, on these sort of false solutions.”2


Blaine Brownell reports in Architect Magazine on designing an air conditioner that doesn't heat the earth  thereby reducing the contribution of AC to the climate crisis.


For example, the engineers at Gradient, a San Francisco-based startup, want to revolutionize the window unit. Gradient’s founders aim to marry the high performance of heat pump technology with the installation convenience of a conventional window unit. The Gradient unit resembles a bench with two thick supports that you hang over a window sill. The clever design means the unit doesn't obstruct the view out the window and places the noisier components on the outside. The company claims a 75% reduction in carbon footprint compared to conventional A.C. systems when used year-round for cooling and heating. Furthermore, the device relies on a reduced-footprint refrigerant to generate more energy-efficient variable conditioning.3


The US Office of Nuclear Energy is suggesting three ways to make nuclear power plants faster and more affordable to build.


For advanced nuclear energy to realize its potential, we have to make it more affordable and scalable. Only then can it meaningfully contribute to our energy, security, and environmental imperatives. That’s why NRIC will be working with GE-Hitachi Nuclear (GEH) and other key stakeholders on the first project of the Advanced Construction Technology (ACT) initiative. The goal of this cost-shared public-private partnership is to help demonstrate several technologies that, when combined, could reduce the construction costs of building new reactors by more than 10% and significantly lower the scheduling risks and uncertainties associated with them.4


Zachary Shahan, reports on the CleanTechnica web site that carbon capture & storage (CCS) and hydrogen paradises are fossil fuel delay tactics.


The smoke screens of CCS and hydrogen create two big problems. First of all, they are money dumps, sucking up government funding that could be used for truly helpful improvements and solutions — faster deployment of solar power, wind power, and EV charging stations; procurement of electric vehicles for governmental fleets; greater incentives for consumers to install energy efficiency, renewable energy, or electric vehicle technologies. Secondly, both CCS and hydrogen hype tell people, “We don’t really have to change much. We can just capture the carbon and bury it. [No, it’s not that easy, and it’s also bloody expensive.] We can stick to a fuel-based transport system rather than switch to charging at home, work, and destination. [The latter is often actually more convenient, not less convenient, but don’t let that secret get out.]” The message with both is basically to not worry about anything, not do anything, and leave it to some obscure experts to solve all our problems for us in a few years. I can see why that’s tempting, but it is definitely misleading and counterproductive. Looking at it most cynically, the people who push so hard for CCS and hydrogen as our saviors could be specifically trying to delay the cleantech transition. Well, some of them no doubt are.5


The complexity of the claims by different sources about what is a priority in addressing the climate emergency is an opportunity for engineering analysis to plan a course of action that considers GHG effects, economics, skilled worker requirements, and relevance of scientific studies.
